The C&I Team possesses key strengths in the markets its clients work in:
- Experienced practitioners. Team members have many decades of successful experience as either employees or contracted consultants and practitioners of Offset and Industry Particpation. We have worked with both civil and defence companies that have faced Offset challenges around the world. Accordingly, The Team knows first hand the challenges and constraints facing bidders and Offset obligors as well as the corresponding risks and ways to mitigate those risks

AUSTRALIA

CANADA
- The Team understands Industry Canada –one of its members was formerly a director of Industry Canada and has nurtured ongoing relationships with many of its top bureaucrats
- The Team can deploy its knowledge and relationships with relevant senior civil servants within the relevant Industry Canada Aerospace & Defence Branch to navigate through the bureaucratic process
- Written and verbal fluency in both official languages –English and French
- A thorough understanding and network in the Québec aerospace & defence sector which is an important factor in the IRB process
- Long standing personal and working relationships with National Defence Headquarters Staff and the engineering and program management staff at the ADM Materiel

Team
Malcolm Taylor
Position: CEO of the C & I Projects Group and Managing Director
of C & I Projects in Australia
A commercial lawyer since 1976 (with a Masters of Global Business Law), Malcolm has since the mid 1980's specialised in the fields of industry participation, offset and countertrade and in providing structuring advice to parties that do not have in-house expertise in offset and structured trade finance. In 1999 he was seconded to Newcourt Capital as a Director within its new Offset & Structured Trade Finance unit.
He has extensive experience in Australia in managing and directing successful tenderers in their preparation of AII and AIC plans. He is a key member of many bid teams and has unrivalled local knowledge. He also works extensively in South East Asian and Middle East markets and handled deals in many other parts of the world.
He is a past member of the Australian Government sponsored Defence Exporters Council, past President of the Australian Countertrade Association, and past Councillor of the Asia Pacific Countertrade Association and a regular speaker at offset & countertrade conferences around the world.
Malcolm is also the senior partner of the Melbourne based law firm, White Cleland, which has a niche practice in intellectual property dealings for defence companies. He is a non-executive Director of numerous companies, many of which operate in international markets including C & I Project's alliance investment bank, MTM Capital Inc.
Tim Runge
Position: President of C & I
Projects Inc. Canada
Tim Runge was a co-founder of an export market development
company based in Toronto during the 1980's. He then joined Babcock and
Wilcox International where he became Manager of Countertrade before leaving
to join Newcourt Capital in 1999 as a Director within its new Offset & Structured
Trade Finance unit.
Even before joining Newcourt he had participated
in projects and proposal work valued at over $1 billion involving offset,
Countertrade and commodity-based financing techniques in markets such
as Israel , Indonesia and central European countries. He is the President
of C & I Projects' Canadian operation and also a Director of its
alliance investment bank, MTM Capital Inc.
Tim is based near Toronto and he concentrates
on the Canadian IRB, Europe and Scandinavia, program and emerging opportunities
in South American markets. His strength lies in understanding the bidding
requirements of prime contractors and patterning offset and finance proposals
in such as way as to meet those requirements.He also has very strong
connections into the Canadian aerospace and manufacturing sectors, which
have been considerable sources of deal flow.
Stan White
Position: Senior consultant
Mr. White, another senior consultant brings his considerable experience to The Team. He has been involved in the Offset business since 1981. As a former Managing Director of Philipp Brothers Canada Ltd., Stan brings considerable knowledge of export markets and trade strategies to the group, having completed a variety of projects on behalf of Canadian and foreign entities.
Guy Bélanger
Position: Canadian IRB consultant
As a high-tech consultant Guy Bélanger has a 17-year record of many successful assignments undertaken in various regions of Canada, the U.S., France, Asia and Australia. The majority of these involved aerospace, space and defence sectors. Guy’s strong relationship with Canada’s defence and aerospace industry will be invaluable in bringing potential direct and indirect IRB projects to the table. His time spent as the Director with the Aerospace, Defence and Industrial Benefits Branch, Department of Industry, Science and Technology Canada, (now Industry Canada) will be invaluable to the Team.
Darrel Newman
Position: A Canadian IRB consultant
Darrel is a former officer in the Royal Canadian Air Force where he was a flight navigator on CP -140’s working on Maritime Surveillance. Upon leaving the Air Force after 25 years of service he worked with a number of companies including Canadian Marconi and Lockheed Martin Canada. While at Canadian Marconi he developed and delivered IRB proposals having a value of over $1 billion.
